CLIFFORD STREET AND PONY LANE

City of Plymouth, Wisconsin

Sealed bids for the City of Plymouth “2023 Street Program" Contract will be received by the City Clerk, City Hall, 128 Smith St. - P.O. Box 107, Plymouth, WI  53073, until January 11, 2023, at 11:00 am, local time.  Bids will be publicly opened and read aloud at the above time at the office of the City Clerk. Prospective bidders must be on the plan holders list through Quest CDN for bids to be accepted. The work includes furnishing of all materials and equipment and performance of the following work, per the Plans, Specifications and Contract Documents (PS & CD).

The project is located on Clifford Street between Egan Street and South Street and on Pony Lane from Riverbend Drive to the cul-de-sac. A brief description of the major work items for the above contract includes: 

3,400 cubic yards of common excavation, 4,600 tons of crushed aggregate base course, 1,575 linear feet of PVC watermain, 594 linear feet of 1-inch water service, 1 lump sum temporary water main and services, 1,275 linear feet of 8-inch sanitary sewer, 6 sanitary sewer structures, 1,660 linear feet of storm sewer, 31 storm sewer structures, 2,500 linear feet of curb and gutter, 4,250 square feet of concrete sidewalk, 1,610 tons of HMA pavement.

Bidders Qualification Statement, available to print below, is required and shall be submitted directly to the City of Plymouth per Instructions to Bidders.

As a part of their Bids, Bidders shall submit a full and complete list of: 1) all of the proposed Subcontractors, and 2) the class of work which each will perform. The selected Contractor shall not alter this list without the written consent of the City.

Bidders shall submit Bids in a sealed envelope, addressed to City Clerk, City of Plymouth, Wisconsin. Each sealed envelope containing a BID must be plainly marked on the outside as “2023 STREET PROGRAM” and the envelope should bear on the outside the name of the BIDDER, his/her address, and his/her license number if applicable. If forwarded by mail, the sealed envelope containing the BID must be enclosed in another envelope addressed to City Clerk, City Hall, 128 Smith St. - P.O. Box 107, Plymouth, WI  53073-0107. All bids shall be submitted on the bidding forms provided in the Contract Documents. Bidders should pay attention to the requirements for Bid signatures, as set forth in Bid Security.  Bidders may not withdraw their Bids within the 30-day period after the date of the Bid Opening. 

The City will only consider Bids from Bidders who accompany them with a Bid Bond, payable to the City of Plymouth, in the amount not less than five percent (5%) nor more than ten percent (10%) of the Bid. This requirement serves to guarantee that, if the City accepts the Bid, the selected Contractor will execute and deliver the proper Contract Agreement and Bonds within 15 calendar days after the Notice of Award by the City. Failure to return these documents within this prescribed time will result in forfeiture, to the City of Plymouth, of the selected Contractor's Bid Bond, as liquidated damages.

The Owner reserves the right to reject any or all bids, waive or not waive any informality in the bids received and to accept any proposal, which they deem most favorable to the interests of the Owner.
